王宁向获奖集体和个人表示祝贺，向奋战在全省各领域的科技工作者致以问候。他指出，“十四五”时期，我们全面落实党中央决策部署，创新型云南建设取得了长足进步，全省科技创新能力明显提升、成果不断涌现、转化更加顺畅、环境持续优化。全省广大科技工作者要向获奖者学习，大力弘扬科学家精神，再接再厉、接续奋斗，矢志创新、刻苦钻研，为全省科技事业发展再立新功。
王宁指出，云南科技发展要坚持从实际出发，抓关键带全局，以更大力度推动科技创新和产业创新深度融合，形成推动高质量发展的澎湃动能。要着力建设高能级科创平台，坚持“顶天”和“立地”相结合，更好服务国家高水平科技自立自强，紧扣我省重点产业链部署创新链，因地制宜发展新质生产力。着力培育壮大创新型企业，梯次培育科技型中小企业、高新技术企业、科技领军企业，一体推进招商引资和招才引智，促进政产学研用一体化。着力推动科技成果落地转化，以改革激发活力，以服务畅通渠道，以平台保障落地，让先进技术在转化应用中“落地生金”。着力引育各类创新人才，深入实施“兴滇英才计划”，以事业招引人才，让人才成就事业，支持青年人才挑大梁。着力提升科技金融服务，用好融信服平台，发展壮大耐心资本，推进投融资供需对接，引导金融资本加强对重大科技任务和重点产业创新的支持。着力扩大科技开放合作，做强腾冲科学家论坛，推动“科技入滇”提质增效，拓展国际科技交流，让云南成为创新要素汇聚、创新活力迸发的新高地。
王宁强调，各地区要加强党对科技事业的全面领导，编制好“十五五”科技创新规划，把创新文化融入“有一种叫云南的生活”。广大科技工作者要坚持“四个面向”，积极投身以科技创新引领产业创新火热实践。
