This distribution mechanism is a concrete manifestation of the Xishuangbanna Prefecture Group of the Shanghai Cadre Liaison Group for Assistance to Yunnan Province in its continuous effort to build a "three centralizations" industrial collaboration brand. The "three centralizations" refer to the centralization of funds, benefits, and distribution. The Shanghai-Yunnan collaboration focuses on centralizing funds for industrial development projects to high-efficiency areas such as parks and existing bases to enhance capital efficiency; focusing on centralizing benefits to county (township) platforms to strengthen overall coordination; and focusing on centralizing benefit distribution to villages with weak collective economies to more fairly benefit the masses. Meanwhile, the "five kinds of funds" income distribution mechanism in Shanghai has also been implemented with the assistance and guidance of cadres aiding Yunnan. This has promoted the development of the small waxy corn industry in Xishuangbanna Dai Autonomous Prefecture and formed a virtuous cycle of income, further strengthening the village-level collective economy. The Menghai branch of Zhenshou Agricultural Technology Development (Shanghai) Co., Ltd., located in Gasa Village, Meng'a Town, marks the first implementation site of the "five-in-one" income distribution mechanism. Specifically, "rent" refers to the rent paid by enterprises for leasing factory buildings, "salaries" are the wages earned by villagers working nearby, "taxes" are the taxes paid by enterprises locally, "development funds" are used to support the early development of farmers, support the development of contract farming, and support the consolidation and expansion of industries, while "public welfare funds" are used for donating to education and boosting local economic and social development.
