今年上半年,浙江茶叶出口交出亮眼成绩单。
记者从浙江省农业对外合作中心获悉,1到6月全省茶叶出口量达9.3万吨,同比增长21.5%;出口额21亿元人民币,增幅达23.4%。其中,非洲市场表现尤为突出,实现27%同比增速。此外,茶叶产品出口还呈现多元化的特点,除珠茶、眉茶之外,抹茶、名优茶、新式茶饮等产品出口形势良好。
为巩固出口成果,省农业农村厅近日联合杭州海关、宁波海关共同发布《支持“浙茶出海”的十条意见》(以下简称《意见》),系统规划产业发展路径。
《意见》明确三大核心目标:到2027年建成国际认证标准茶园8万亩、实现年出口额5亿美元(约合36亿元人民币)、培育10家出口超亿元的龙头茶企。
这标志着浙江茶产业国际化进入系统推进新阶段。

“浙茶出海”首重品质。
《意见》提出支持标准茶园建设,推动茶园宜机化改造和生态低碳管理,创新“省内备案+省外共建”的原料供应新模式。同时加快制定全产业链团体标准,构建与国际接轨的质量管理体系。支持科研院所参与ISO、FDA等国际标准制修订,构建与国际接轨的质量管理体系。到2027年,新增国际标准互认产品10项。同时,瞄准国际消费趋势,重点发展抹茶、原叶茶等新茶饮品类,拓展茶食品、茶用品等高附加值领域。
品牌建设与渠道拓展双管齐下。政策着力构建“区域公用品牌+企业品牌+产品品牌”三级出海体系,借助“中国国际茶博会”等重要平台,深化产业链国际合作,加速茶叶自主品牌走向世界。计划至2027年组织10场以上境外推介活动,助力新茶饮品牌国际化及名优茶出口。鼓励企业通过国际展会、跨境电商等渠道开拓市场,特别是在北非、西欧等关键区域布局海外仓、海外体验中心。
文化赋能成为重要抓手。政策强调将龙井茶炒制技艺、径山茶宴等非物质文化遗产转化为出口产品的文化IP。结合“茶园+主题民宿”体验模式增强国际消费者对浙茶的文化认同,同步推进全球重要农业文化遗产申报工作。

服务保障层面,浙江将加速推进建设茶叶特色农事服务中心,推广智能化绿茶初制生产线。海关部门已开辟农产品出口绿色通道,完善“一对一”通关服务。同时强化出口监测预警机制,扩大出口信用保险覆盖,加强知识产权海外保护。
今年以来,浙江通过高规格举办第七届中国国际茶叶博览会、承办“国际茶日”活动、组织参加香港美食博览会、开展“世界茶乡看浙江”推介等活动,搭建茶产业全方位交流平台。聚焦非洲地区内最大茶叶出口目的地,浙江还将组织企业赴摩洛哥参加国际贸易展,通过专题推介深化“一带一路”合作,持续推动“浙茶”品牌国际化进程。

In order to consolidate the export achievements, the Provincial Department of Agriculture and Rural Affairs recently jointly issued the "Ten Opinions on Supporting 'Zhejiang Tea Going Global'" (hereinafter referred to as the "Opinions") with Hangzhou Customs and Ningbo Customs, systematically planning the development path of the industry.
The Opinion clarifies three core goals: to build 80000 acres of internationally certified tea gardens by 2027, achieve an annual export value of 500 million US dollars (approximately 3.6 billion yuan), and cultivate 10 leading tea enterprises with exports exceeding 100 million yuan.
This marks a new stage of systematic promotion for the internationalization of Zhejiang's tea industry.

The top priority of 'Zhejiang Tea Going Global' is quality.
The Opinion proposes to support the construction of standard tea gardens, promote the mechanization transformation and ecological low-carbon management of tea gardens, and innovate the new mode of raw material supply of "provincial filing+external joint construction". At the same time, accelerate the development of group standards for the entire industry chain and build a quality management system that is in line with international standards. Support research institutes to participate in the revision of international standards such as ISO and FDA, and build a quality management system that is in line with international standards. By 2027, 10 new international standard mutual recognition products will be added. At the same time, targeting international consumption trends, we will focus on developing new tea beverages such as matcha and original leaf tea, and expand high value-added areas such as tea food and tea products.
Brand building and channel expansion are pursued simultaneously. The policy focuses on building a three-level overseas system of "regional public brand+enterprise brand+product brand", deepening international cooperation in the industrial chain and accelerating the internationalization of independent tea brands through important platforms such as the "China International Tea Expo". We plan to organize more than 10 overseas promotion activities by 2027 to support the internationalization of new tea beverage brands and the export of high-quality tea. Encourage enterprises to expand their markets through international exhibitions, cross-border e-commerce, and other channels, especially by establishing overseas warehouses and experience centers in key regions such as North Africa and Western Europe.
Cultural empowerment has become an important lever. The policy emphasizes the transformation of intangible cultural heritage such as Longjing tea roasting techniques and Jingshan tea banquets into cultural IP for export products. By combining the "tea garden+themed homestay" experience model, it enhances international consumers' cultural identity with Zhejiang tea and synchronously promotes the application for important agricultural cultural heritage worldwide.

At the service guarantee level, Zhejiang will accelerate the construction of tea characteristic agricultural service centers and promote intelligent green tea initial production lines. The customs department has opened a green channel for the export of agricultural products and improved the "one-on-one" customs clearance service. At the same time, strengthen the export monitoring and early warning mechanism, expand the coverage of export credit insurance, and enhance overseas protection of intellectual property rights.
Since the beginning of this year, Zhejiang has established a comprehensive exchange platform for the tea industry by hosting the 7th China International Tea Expo at a high standard, hosting the "International Tea Day" event, organizing participation in the Hong Kong Food Expo, and promoting the "World Tea Town View Zhejiang". Focusing on the largest tea export destination in Africa, Zhejiang will also organize enterprises to participate in the international trade exhibition in Morocco, deepen the "the Belt and Road" cooperation through special promotion, and continue to promote the internationalization process of the "Zhejiang tea" brand.
